Her costume doesn’t feel too controversial maybe because she has been around forever. Since she mostly fought next to Batman and Superman, who are covered up completely most of the time, she often seemed to be bare. Thanks to Jim Lee, she does not really have to be locked down into one look forever. The DC aimed to create more of a modern hero rather than a warrior princess. So she got pants and leather jacket. The new look was both appreciated and hated.
In the New 52’s Birds of Prey, she stepped into a kind of an anti-hero role. So thanks to Cully Hamner her leaf pasties got replaced with a new green and black suit.
The biggest issue with her previous leaf made costume was that the cheesiness of the costume often depended on the artist drawing her. The quality had a lot of variances and there was no sense of consistency whatsoever. Thankfully she is now an environment warrior than a sex object.
